El Desarrollo Territorial surge como una propuesta para contribuir al desarrollo de los territorios. El Sistema de Extensión de INTA se suma a esta propuesta con un enfoque rural con el fin de contribuir a la tecnificación y el mejoramiento de la empresa agraria y la vida rural. El objetivo del presente trabajo fue detectar los roles que podrían jugar los actores presentes en el territorio relacionados al sector agropecuario para contribuir en dicho proceso como el INTA y demás organizaciones. En primera instancia el autor se planteó la necesidad de realizar una investigación sobre el origen del concepto, unificando criterios y corroborando la verdadera posibilidad de aplicarlo a ambientes rurales. Luego analizó la historia y documentación institucional sobre el sistema de Extensión de INTA y su relación con el proceso estudiado. A continuación acotó el estudio a un territorio particular donde analizó su historia y recursos, como así también los antecedentes del INTA local y demás organizaciones referidos al tema en cuestión, para confirmar su relación con los documentos institucionales. Finalmente indagó a los actores presentes en el territorio para conocer desde su perspectiva, la posibilidad de formar parte en un proceso de DRT. El estudio se realizó en el partido de Bolívar, ya que ha venido operando diversas acciones que pueden caracterizarse como orientadas al Desarrollo Territorial potenciadas por su articulación a programas de intervención de ámbito nacional y regional. La metodología utilizada corresponde a la de un diseño exploratorio descriptivo, en el que se organizó la búsqueda de información a través de fuentes primarias y secundarias. En el primer caso se utilizaron entrevistas y encuestas a referentes institucionales y a productores relacionados al sector agropecuario. En el segundo caso se realizó una revisión bibliográfica sobre el tema en cuestión, como así también documentos institucionales y extrainstitucionales que pudieron ser de utilidad. Los resultados obtenidos permitieron unificar criterios sobre el DRT sobre su origen y definición, como así también su aplicabilidad a ambientes rurales. Los documentos institucionales de INTA incorporan al DRT como estrategia de trabajo a nivel nacional y regional. El partido de Bolívar es un territorio con una potencialidad interesante para el DRT en función de sus recursos sociales y económicos, aunque se propone rever el aspecto ambiental. Existe alta concordancia entre las definiciones y propuestas institucionales de INTA y los antecedentes realizados en el partido de Bolívar desde la Agencia local y demás organizaciones. Los referentes y productores indagados confirmaron la necesidad y posibilidad de llevar a cabo un proceso de DRT en el partido. El Estado está en una posición inmejorable para cumplir un papel de liderazgo ya que tiene la autoridad democrática para representar los intereses del territorio, articulando con organizaciones gubernamentales a nivel local, provincial y nacional, como así también con organizaciones privadas. La extensión y la transferencia de tecnología deben reformularse en función a las características económicas y sociales del país, dentro del contexto histórico del momento. La aparición de la multiplicidad de actores sociales que participan en actividades tecnológicas sugiere que la función de coordinación manifiesta una nueva y singular importancia. La Institución posee el rol de la promoción en la innovación organizacional, de insumos y de procesos, lo que implica la participación activa en la coordinación de organismos y entidades del sector agropecuario para que formen parte en el proceso tecnológico territorial, desplegando acciones para lograr una mayor motivación de los protagonistas al cambio y captar la demanda de tecnología y difundirla. Lo anterior dependerá de la predisposición, motivación y posibilidades de las organizaciones públicas y privadas que conforman cada territorio, como así también de las capacidades y la vocación del nuevo extensionista de la próxima década.
The Territorial Development arises like a proposal to contribute to the development of the territories. The System of Extension of INTA is added to this proposal with a rural approach with the purpose of to contribute to the technology and the improvement of the agrarian company and the rural life. The objective of the present work was to detect the rolls that could play the present actors in the territory related the farming sector to contribute in this process like the INTA and other organizations. In first instance the author considered the necessity to realize an investigation on the origin of the concept, being unified criteria and corroborating the true possibility of applying it to rural areas. Soon he analyzed history and institutional documentation on the system of Extension of INTA and its relation with the studied process. Next he thus limited the study to a particular territory where he analyzed his history and resources, like also the antecedents of the local INTA and other organizations referred to the subject at issue, to confirm his relation with institutional documents. Finally he investigated present actors in the territory to know from his perspective, the possibility of comprising in a DRT process. The study was realized in the district of Bolivar, since it has come operating diverse actions that can be characterized like oriented to the Territorial Development harnessed by their joint to programs of intervention of national and regional ambient. The methodology corresponds to the of a design exploratory descriptive, in which the search for information was organized from primary and secondary sources. The first case used interviews and surveys relating institutional and related to agricultural producers. In the second case a bibliographic review was made on the subject in question, as well as institutional and extra-institutional documents that could be useful. The obtained results allowed to unify criteria on the DRT on their origin and definition, like thus also their applicability to rural areas. The institutional documents of INTA incorporate to the DRT like strategy of work at national and regional level. The party of Bolivar is a territory with an interesting potentiality for the DRT based on its social and economic resources, although it sets out to review the environmental aspect. High agreement between the definitions and institutional proposals of INTA exists and the antecedents realized in the party of Bolivar from the local Agency and other organizations. Referring and the producing ones investigated confirmed the necessity and possibility of carrying out a process of DRT in the party. The State is in a superb position to play a leadership role since it has the democratic authority to represent the interests of the territory, articulating with governmental organizations at local, provincial and national level, like thus also with private organizations. The extension and the transference of technology must be reformulated in function to the economic and social characteristics of the country, within the historical context of the moment. The appearance of the multiplicity of social actors who participate in technological activities suggests coordination function indicates a new and singular importance to it. The Institution owns the roll of the promotion in the organizational innovation, of consumptions and processes, which implies the active participation in the coordination of organisms and organizations of the farming sector so that they comprise in territorial the technological process, unfolding action to obtain a greater motivation of the protagonists to the change and to catch the demand of technology and to spread it. The previous thing will depend on the predisposition, motivation and possibilities of the public and deprived organizations that conforms each territory, like thus also of the capacities and the vocation of the new extensionist of the next decade.
