Los Institutos Superiores de Pedagogía. La formación docente en provincia de Buenos Aires durante el primer peronismo

El objetivo de este artículo es analizar la creación de los Institutos Superiores de Pedagogía en la provincia de Buenos Aires durante el primer peronismo. En los últimos años, las ciencias sociales han llevado el estudio del Estado durante el peronismo por caminos alejados de su consideración como un actor unívoco y homogéneo. No obstante ello, aún continúan las huellas de aquellas perspectivas que han abordado la política educativa del periodo poniendo el énfasis en los aspectos de democratización (Pastoriza y Torre, 2002; entre otros) o de adoctrinamiento (Plotkin, 2007; Rein y Rein, 1996;entre otros). La fuerza de estas interpretaciones disminuyó la posibilidad de percibir la presencia de otros rasgos. La política educativa realizada en materia de formación docente en la provincia de Buenos Aires, con la creación de los Institutos Superiores de Pedagogía en una época en que aún la formación de maestras y maestros de escuela primaria se encontraba a cargo de las Escuelas Normales dependientes mayoritariamente del gobierno nacional, es un ejemplo de ello.
In this article, we will study the creation of the Higher Institutes of Education in the province of Buenos Aires. His analysis aims to contribute to the study of the formation of primary school teachers, because they constitute a precedent the Higher Teacher Training Institutes. Until then, the teacher training was in charge of Normal Schools, secondary education establishments, mainly dependent of the national government. In 1949, during the first Peronist government, six Higher Institutes of Education were created for teachers trained in normal schools. Because of the novelty of these Institutes represented in the country, we want to answer a series of questions. Firstly, to what degree Institutes were a supplement or competence for Normal Schools. Secondly, what was its influence on the requirements to be a teacher? Thirdly, what was its impact? To answer these questions, in addition to the regulations and official speeches, we examined the legislative debates and newspapers. These sources give a good image of the discussions and perceptions of political elites on teacher training.
