Espacio público y políticas sociales para la niñez y adolescencia

En este trabajo analizaré brevemente la participación de las organizaciones de la sociedad civil que se ocupan de niños y adolescentes en la provincia de San Juan en relación a políticas estatales en esta área (programas sociales focalizados) como así también las posibilidades de construcción de un espacio público que articule entre ambas esferas. En relación al Trabajo Social esta temática implica una contribución al menos en dos niveles. Por un lado en relación  al desafío ineludible de promover los derechos humanos, en este caso los derechos de niños y adolescentes, en los distintos ámbitos de intervención profesional, ya sea en los ámbitos estatales, por ejemplo en programas y proyectos sociales, como en las organizaciones no gubernamentales en las que interviene considerando además que dicha defensa y promoción de los derechos humanos implican un desafío mayor ya  debe realizarlas en contextos de pobreza, exclusión o injusticia.
Amid the multiple social transformations of our time, we can recognize those referred to the role of the civil society (through its different organizations and movements) in the subjects of public interest, its intervention in the consideration of certain social needs, as well as its roll in the defen-ce and/or promotion of the human rights and the cultural, ethnic diversities and gender. These transformations cannot be considered in an isolated way but there is a link, on the one hand, to the intricacy and diversifi cation of the social needs and demands and, on the other hand, to the changes happened previously and concomitantly in the State. Precisely, the discussion on the role of the civil society unfolded in Latin America in a context of retirement, desertion and increasing deterioration of the States of Welfare, as well as in the academic and political debate, there took place a displacement towards “the civil society” as a common and general place to the autho-ritarian States of the region. These new forms of entailment are supposed to redefi ne the notion of public policies, to fi rmly examine the responsibilities, scopes and limits of the role of each one of these actors and their possible connections, which would entail, undoubtedly, the defi nition of a “new institution’s spirit”. In this work, and, as an example of the issue referred to herein, the participation of the organizations of the civil society who take care of children and adolescents in the province of San Juan is analyzed in relation to state policies in this area, particularly in the social programs of support and assistance.
