A partir de la victoria militar y consecuente reunificación del país en 1975, Vietnam debió afrontar graves dificultades económicas.La elaboración de la política de DOI MOI, esbozada por el VI Congreso del Partido Comunista en 1986, y reafirmada por el VII Congreso partidario en 1991, abrió para Vietnam nuevos desafíos. Por sobre los logros obtenidos en el campo económico, la política de renovación significó también la apertura del país al exterior. Una clara expresión en ese sentido es el desarrollo de relaciones con los países de América Latina.
By the time that the war, which brought about the reunification of the nation, was over the victorious Vietnamese some had to face some of the toughest economic problems. The VIth Congress of the Communist Party in 1986 introduced a new revolutionary challenge, the DOI MOI policy, which was later confirmed in the VIIth Congress of the Party in 1991. This "process of renovation" has shown outstanding results in the economic field, and has led to an opening in Vietnam's foreign policy which has turned round to the outer world, A clear example of which are the increasing relations with Latin American nations.
