Análisis crítico (y breve deriva historiográfica) del concepto ‘Estado terrorista’ de Eduardo Luis Duhalde

Este artículo aborda el concepto Estado terrorista elaborado por Eduardo Luis Duhalde, que si bien al día de hoy mantiene su inicial vitalidad y potencia es posible plantear que no ha sido reconocido en tanto construcción teórica. Para intentar saldar esta situación, retomo algunos antecedentes sobre dicha noción y repongo los tópicos que transitó Duhalde para su desarrollo: Estado de derecho, Estado militar, Doctrina de Seguridad Nacional, Estado de excepción y Estado contrainsurgente, a partir de los que dilucida la estructura específica del Estado terrorista. También me detengo en dos cuestiones: por un lado, en la propuesta del autor de identificar una doctrina militar superadora de la DSN y por el otro, en una primera aproximación a la manera en que concibe el terrorismo de Estado, noción que con el tiempo demostró mayor tracción incluso que Estado terrorista. Por último, trabajé en una reconstrucción de la propuesta historiográfica realizada por Duhalde y Rodolfo Ortega Peña no solo para recuperar sus ejes centrales y examinar su sintonía con la estructuración de su concepto de Estado terrorista argentino, sino también para poner de relieve su estrategia narrativa.
This article addresses the concept of the Terrorist State developed by Eduardo Luis Duhalde, which, although it maintains its initial vitality and power today, it is possible to state that it has not been recognized as a theoretical construction. To try to resolve this situation, I return to some background on this notion and replace the topics that Duhalde used for its development: Rule of Law, Military State, National Security doctrine, State of Exception and Counterinsurgency State, from which the structure is elucidated. I also focus on two issues: on the one hand, on the author's proposal to identify a military doctrine that surpasses the National Security doctrine and on the other, on a first approximation to the way in which he conceives State terrorism, a notion that over time shows greater traction even than Terrorist State. Finally, I worked on a reconstruction of the historiographical proposal made by Duhalde and Rodolfo Ortega Peña not only to recover its central axes and examine its harmony with the structuring of their concept of the Argentine terrorist State, but also to highlight its narrative strategy.
