MERCOSUR: memoria y balance jurídico - institucional

A 20 años de su creación, el MERCOSUR constituye uno de los procesos de integración que más tiempo ha logrado sostenerse en América Latina. Nadie duda en el presente que existe voluntad de los Estados parte para garantizar su desarrollo. En este escenario cabe el interrogante acerca de si en su futuro logrará un mayor grado de profundización, si alcanzará el ansiado mercado común o si su horizonte será el de la ampliación hacia otros Estados de América Latina. Hay signos en ambas direcciones. La estructura jurídico-institucional constituye una bisagra sustancial en su reconfiguración. El modelo de su avance queda definido en su arquitectura organizacional. Por tales razones creemos oportuno contribuir a una memoria y balance jurídico-institucional del conjunto integrado a fin de explicitar fortalezas, oportunidades, debilidades y amenazas con el propósito de hacer un aporte hacia la corrección de rumbos y optimización de acciones emprendidas.
Twenty years after its creation, MERCOSUR has become one of the integration processes that has remained for a longer time in Latin America. Undoubtedly, at present, the member states are willing to ensure its development. In this context, the question that arises is whether MERCOSUR will be able to go further deep in its scope, to achieve the desired common market or to expand itself towards other Latin American states in the future. Signs in both directions can be seen. The legal and institutional structure is a substantial hinge for its new configuration. The model of its progress is defined through its organizational structure. For these reasons, it would be appropriate to contribute to a legal –institutional balance, in order to explain the strengths, weaknesses, opportunities and threats it faces with the purpose of making a contribution towards the improvement of its directions and enhancement of the decisions taken.
