La coparticipación municipal bonaerense y los incentivos para el sistema público de salud: La política de la “reforma imposible”

El objetivo de este artículo es analizar las consecuencias perdurables de la imbricación entre la coparticipación municipal bonaerense y aspectos centrales de la política de salud. Se propone responder al interrogante de cuáles son los factores que explican la prolongada inercia de un acuerdo institucional impugnado por diversos actores. En este estudio de caso se postula un argumento causal en términos de path dependence y se muestra cómo ese persistente statu quo remite a la existencia de puntos de veto localizados en la propia estructura institucional, fundamentalmente en la Legislatura provincial, junto con otros mecanismos de reforzamiento, como las ideas que orientan a los actores. Además, se ofrece una posible estrategia política de cambio gradual de la coparticipación.
The aim of the paper is to analyze the lasting consequences of the merging between the share revenue tax to municipalities from province of Buenos Aires and the central aspects of the health policy. The objective is to answer which are the elements that explain the long-lasting inertia of an institutional agreement challenged by different actors. In this case study a causal argument is posited in terms of path dependence, and it is shown how this persistent status quo owns its existence to the veto points located in the institutional structure –fundamentally the provincial legislature–, along with other reinforcement mechanisms –like the ideas orienting the actors–. Finally, a plausible political strategy for the gradual changing of the share revenue tax is offered.
