El Plan Integral de Saneamiento de la Cuenca Matanza Riachuelo –diseñado por el ACUMAR luego de la sentencia de la Corte Suprema de Justicia por la llamada “Causa Mendoza”-, determinó que las villas y asentamientos de los márgenes del río debían ser relocalizadas. En la Ciudad de Buenos Aires este proceso comenzó en el año 2011, con mucha lentitud, complejidades y disputas entre los afectados y los diversos niveles estatales intervinientes. El artículo busca indagar sobre los conflictos y resistencias específicas presentes en el proceso de relocalización de la villa 21–24 del barrio de Barracas. En el mismo se tensionan fuertemente los intereses de los afectados por acceder a su derecho a integrar la ciudad y a una vivienda digna sin resignar el buen acceso a las centralidades urbanas que les otorga el barrio de Barracas, con los proyectos del Gobierno de la Ciudad que buscaron originalmente mudarlos a la Comuna 8 –compuesta por los barrios con peores condiciones en materia de vivienda, educación, salud, movilidad, etc.-. Este trabajo presenta avances parciales de una investigación en curso sobre la participación y organización social en procesos de relocalización, considerando su enmarcamiento en un conflicto urbano - ambiental judicializado.
The “Integral Plan for the Sanitation of the Matanza – Riachuelo Bassin” –designed by the ACUMAR after the judicial sentence of the Supreme Court of Justice on the so called “Causa Mendoza”-, determined that the informal settlements on the river bank had to be relocated. In the city of Buenos Aires this process began in the year 2011, very slowly and with different complexities and disputes between the affected population and the different state levels intervening. This paper looks to inquire on the specific conflicts and resistances appearing in the process of relocation of the villa 21–24 of Barracas neighborhood. In this case, the interests of the affected to access their right to integrate the city and to housing without resigning the good access to the city centralities that their current neighborhood provides comes strongly in tension with the projects of the local government. Those aimed originally to move this population to the Comuna 8 – composed by the neighborhoods with the highest deficit in matters such as housing, education, health and public mobility. This paper presents partial advances from a current investigation about participation and social organization in relocations considering its framing in an urban - environmental conflict that has been judicialized.
