Silencios legislativos para la economía yerbatera argentina. Del Estado interventor al Estado desarrollista (1930-1960)

Este estudio histórico se propone analizar críticamente las iniciativas referidas a la economía nordestina con eje en el Territorio Nacional/provincia de Misiones-Argentina, presentadas ante el Poder Legislativo Nacional por el Ejecutivo, la Cámara de Diputados, el Senado, diversas instituciones oficiales y por particulares, que pasaran al archivo al caducar su estado parlamentario o fueran desestimados por "no procedentes". Las fuentes primarias inéditas están constituidas por los expedientes que integran el Archivo de la Honorable Cámara de Diputados de la Nación, referidos a su gestión parlamentaria. El objetivo es conocer si existieron proyectos e iniciativas para esa economía fronteriza yerbatera que quedaron truncos. El período analizado se inicia con los efectos del crac neoyorkino (1929), cuando avanza el Estado interventor (1930); luego nacionalista, dirigista y planificador (1946), hasta los años de 1960, cuando se despliega el desarrollismo en la Argentina. El propósito es conocer si esas propuestas "invisibles" forman parte de una opción frustrada aunque orientada a impulsar el desarrollo agrícola regional, más allá de su inserción en el modelo agroexportador argentino, vigente hasta avanzado el siglo XX.
This historical research proposes to analize critically the initiatives in relation to the north-eastern economy with its main objective in the National territory/ Argentine province Misiones. They are introduced to the National Legislature by the Executive, the Chamber of Deputies, the Senate, and various official institutions and also by some people. These initiatives will be in the archive when their parliamentary situation expires or when they are disdained because of not being ?precedent?. The unprecedented primary sources are formed by the files which are part of the Archive of the Argentine Chamber of Deputies refering to their parliamentary procedure. The aim is to know if there were projects or initiatives for this "yerba mate" frontier economy which were incomplete. The analized period started with the effects of the Wall Street Crash of 1929, when the developmental State advanced; then, the nationalist, interventionist and planning State (1946); till the 1960s when the developmental State in Argentina spread. The intention is to know if these "invisible" proposals are part of a failed option even if they are guided to encourage the regional agricultural development, with its insertion in the Argentine agroexport model which was current till late 20th century.
