La formación y capacitación de cuadros políticos para la gestión del Estado en Argentina

El problema de la formación y capacitación de cuadros políticos para la gestión del Estado constituye una preocupación que atraviesa tanto la teoría como la práctica política, y es necesario abordarla desde ambas ópticas, por las complejidades y desafíos que surgen a la hora de pensar los programas académicos: ¿qué competencias requieren los cuadros políticos para la gestión del Estado? ¿Dónde se tienen que desarrollar estas instancias de formación y capacitación? ¿Cómo lograr su concreción e institucionalización? Considerando tales cuestionamientos, este trabajo pretende realizar un aporte al análisis de las políticas estatales orientadas a la formación y capacitación de cuadros políticos, pues la Argentina no ha logrado estabilizar un modelo formativo para tal público, como prescribe la Constitución en su artículo 38, porque las sucesivas gestiones han confundido las necesidades y roles del Estado con los de Gobierno, tanto en la formulación como en la implementación de la política. El artículo, en primer lugar, precisa algunas concepciones teóricas que guían la investigación y la estrategia metodológica utilizada. Y luego, analiza las diversas políticas formuladas por el Estado argentino en distintos momentos y bajo diversos paradigmas teórico-metodológicos. La interpretación y comprensión de este proceso constituye un aporte indispensable en la búsqueda de soluciones posibles a un problema aún pendiente para los argentinos: la formación y capacitación de nuestra clase política.
The problem of the formation and training of political cadres for the management of the State is a concern that cuts across both theory and political practice. It is a question that needs to be addressed from both perspectives, since different complexities and challenges are posed when it comes to thinking about academic programs: What competencies do cadres require for the management of the State? Where do these training and capacity building instances have to be developed? How do they achieve their concretion and institutionalization? This work is intended as a contribution to the analysis of the policies implemented by the State aimed at training political cadres. Our working hypothesis maintains that Argentina has not managed to stabilize a model for the formation and training of political cadres as prescribed in Article 38 of the National Constitution because successive administrations have confused the roles and needs of the State with those of the Government in both the formulation and implementation of policy. In order to contrast it, we will make a journey that goes from the decade of the 50's to our days. In the first place, we will specify some theoretical conceptions that guide the research and the methodological strategy used. Then, we will analyze the different policies formulated by the Argentine State at different times and under different theoretical-methodological paradigms, those that resort to universities, those that delegate the formation and training of cadres to political parties and finally, the most recent ones that create state agencies for this purpose. The interpretation and understanding of the process of formulation and implementation of this policy constitutes an indispensable contribution in the search for diverse and possible solutions to a problem that is still pending for Argentines -but that may also give rise to other cases in the continent-: the education and training of our ruling class.
