La inaccesibilidad a la vivienda en alquiler en Argentina: Avances en tiempos de pandemia

El proceso de re-inquilinización que acontece en Argentina no resulta un hecho coyuntural y aislado, sino que constituye una alternativa frente a los cambios demográficos, la creciente movilidad laboral y la dificultad de los hogares de adquirir un lote o unidad habitacional donde habitar. El alquiler dejó de ser un instrumento de transición en el camino hacia la propiedad privada, para ser un modo de vida permanente en el país. Sin embargo, esta opción habitacional se encuentra hoy ausente en las diferentes políticas habitacionales promovidas y corre el riesgo de ser tan inaccesible como lo es hoy la vivienda propia. Desde este abordaje, esta ponencia pretende caracterizar la situación socio-económica y habitacional de la población inquilina a nivel nacional y particularmente referida a la ciudad de Córdoba. Para ello recurre metodológicamente a la articulación de análisis estadísticos con registros cualitativos de las organizaciones de inquilinos. A la luz de esta caracterización y análisis de accesibilidad a la vivienda en alquiler, se analizan críticamente los avances legislativos propiciados en pandemia (Decreto 320/20, sus prórrogas y la nueva Ley de Alquileres). Estos abordajes buscan proveer insumos a los procesos de reconceptualización y reconocimiento de nuevas y diversas maneras u opciones de habitar requeridos a nivel de políticas públicas. La interrelación entre la caracterización socio-económica-habitacional y el análisis de los marcos legislativos recientes procura evidenciar una serie de conflictos todavía pendientes. Los mismos se encuentran relacionados a la consideración de la heterogeneidad de las necesidades de los hogares inquilinos y a la aún aplazada reglamentación de instrumentos que garanticen transparencia, mediación y regulación estatal en la materia.
The re-tenancy process that occurs in Argentina is not a temporary and isolated event, but rather constitutes an alternative to demographic changes, growing labor mobility and the difficulty for households to acquire a lot or housing unit to live in. Rent ceased to be an instrument of transition on the way to private property, to be a permanent way of life in the country. However, this housing option is now absent in the different housing policies promoted and runs the risk of being as inaccessible as home ownership is today. From this approach, this paper characterizes the socio-economic and housing situation of the tenant population at the national level and particularly referred to the city of Córdoba. To do this, it methodologically resorts to the articulation of statistical analyzes with qualitative records of tenant organizations. In light of this characterization and analysis of accessibility to rental housing, the legislative advances caused in a pandemic are critically analyzed (Decree 320/20, its extensions and the new Rent Law). These approaches seek to provide inputs to the processes of reconceptualization and recognition of new and diverse ways or options of living required at the public policy level. The interrelation between the socio-economic-housing characterization and the analysis of recent legislative frameworks seeks to reveal a series of conflicts that are still pending. They are related to the consideration of the heterogeneity of the needs of the tenant households and to the still postponed regulation of instruments that guarantee transparency, mediation and state regulation in the matter.
