El crecimiento de los chatbots en las administraciones públicas argentinas

En la ponencia se presentan los resultados preliminares de una investigación que releva y analiza los chatbots gubernamentales que se están diseñando e implementando tanto a nivel nacional como a nivel de las provincias argentinas. A través de esta investigación, se busca responder preguntas tales como ¿cuántos chatbots están activos en las administraciones públicas argentinas (tanto a nivel nacional como a nivel provincial)? ¿Se trata de un fenómeno nuevo, reciente, o bien, de un fenómeno de varios años? ¿Son útiles estos chatbots, cómo funcionan y bajo qué infraestructuras? ¿Cómo influyen en la relación entre ciudadanos y gobiernos? A partir del relevamiento inicial realizado, tanto a nivel de la administración nacional como en varias provincias, es posible identificar la existencia de varios chatbots activos y en pleno funcionamiento. A su vez, varias provincias se encuentran en etapa de diseño de estos asistentes pero sin alcanzar aún la implementación en los portales gubernamentales. Esta ponencia se encuadra dentro de una investigación mayor que busca analizar cómo se incorporan inteligencias artificiales en las administraciones públicas de la República Argentina.
The paper presents the preliminary results of a research that surveys and analyses the government chatbots that are being designed and implemented both at the national and provincial levels in Argentina. Through this research, we seek to answer questions such as: How many chatbots are active in Argentinean public administrations (both at national and provincial level)? Is it a new, recent phenomenon, or has it been occurring for several years? Are these chatbots useful? How do they work and under what infrastructures? How do they impact the relationship between citizens and governments? From the beginning of this study carried out, both at the national administration level and in several provinces, it is possible to identify the existence of several active and fully operational chatbots. At the same time, several provinces are in the design stage of these assistants but have not yet implemented them in government portals. This paper is part of a larger research that seeks to analyze how artificial intelligence is used in the public administrations of Argentina.
