Resumen: Este artículo busca comprender las razones y mecanismos que permitieron, durante la presidencia de Raúl Alfonsín (1983-1989), el acercamiento entre los dos partidos mayoritarios de la Argentina, radicalismo y justicialismo, para negociar los cimientos de una reforma constitucional y, asimismo, discernir los motivos que impidieron que dicha reforma pudiese llevarse a cabo. El gobierno de Alfonsín, a partir del relativo respiro económico que trajo consigo el Plan Austral y el triunfo oficialista en las elecciones intermedias de 1985, buscará concretar una de sus grandes apuestas políticas: la reforma de la Constitución. Para ello, con la intención de construir un consenso reformista, se acercará a la línea cafierista de la renovación peronista cuando ésta lideraba el partido. Las negociaciones llevaron a que, para fines de 1988, las coincidencias hicieron pensar a las partes que la reforma estaba próxima a concretarse. Sin embargo, el cambio en los liderazgos partidarios, que encumbrará a Eduardo Angeloz y Carlos Menem como los candidatos presidenciales para las elecciones de 1989 —ambos menos seguros de la oportunidad y necesidad de modificar la Constitución—, harán perder impulso y respaldo a la concertación necesaria para la reforma que deberá esperar otros cinco años para concretar su dilatada materialización.
Abstract: This article seeks to understand the reasons and mechanisms that allowed, during the presidency of Raúl Alfonsín (1983-1989), the rapprochement between Argentina's two major political parties, the Radical Civic Union (Unión Cívica Radical) and the Justicialist Party (Partido Justicialista), to negotiate the foundations of constitutional reform. It also aims to discern the motives that prevented the successful implementation of such reform. The government of Alfonsín, buoyed by the relative economic relief brought about by the Austral Plan and the ruling party's victory in the midterm elections of 1985, sought to achieve one of its major political objectives: constitutional reform. To build a reformist consensus, Alfonsín's administration approached the Cafiero faction of the Peronist Renewal (Renovación Peronista) when it was leading the party. The negotiations led both sides to believe that the reform was on the verge of materializing by the end of 1988 due to their shared views. However, the change in party leadership, which elevated Eduardo Angeloz and Carlos Menem as the presidential candidates for the 1989 elections —both less convinced of the timing and necessity of constitutional modification— led to a loss of momentum and support for the necessary agreement on the reform which had to wait another five years to materialize its lengthy implementation.
