Resumen: En el presente artículo el autor ofrece una lectura histórica sobre los hombres y las ideas que rodearon la celebración el Congreso de Tucumán de 1816, conocido como “Congreso de la Independencia”. Destacando particularmente el contexto europeo de época y la particular situación de España que contribuyeron a la consolidación del movimiento independentista rioplatense. A la vez, que se analiza la crítica situación (interna y externa) que atravesaban las provincias rioplatenses (por entonces agrupadas en Intendencias) con posterioridad a la Revolución de Mayo y al frustrado intento de organización política promovido por la Asamblea del año XIII. Circunstancias que ponen de relieve la trascendencia histórica de dicho Congreso, que centrándose en la discusión sobre la forma más apta de gobierno, estableció los principios fundamentales de la democracia representativa y de la soberanía popular, dando lugar a un nuevo orden político en sustitución de la monarquía absolutista borbónica.
Abstract: In this article the author offers a historical view of the people and the ideas around the celebration of the Congress of Tucumán of 1816, known as the “Independence Congress”. He highlights particularly the European context of the time and specially the situation in Spain, which contributed to the consolidation of the Río de La Plata independence movement. At the same time the author analyses the critical situation (internal and external) these provinces (by the time divided in “intendencias”) went through after the May Revolution and the failed attempt of political organization promoted by the Assembley of the year XIII. These circumstances indicate the historical importance of the Congress. Indeed the Congress by discussing the form of government established the fundamental principles of representative democracy and popular sovereignty and led to a new political order replacing the Bourbon absolutist monarchy.
