Las minorías y el nuevo congreso de Estados Unidos. La subrepresentación femenina y de las minorías étnicas en la Cámara de Representantes

El 3 de enero de 2021 asumieron los miembros del 117 Congreso de los Estados Unidos, electos el pasado 3 de noviembre. Varios estudios han dado cuenta de que este será el Congreso más diverso de la historia del país, especialmente si analizamos la conformación de la Cámara de Representantes, uno de los dos órganos del Poder Legislativo. Si bien es cierto que nunca en la historia de Estados Unidos hubo tantas mujeres legisladoras y también es real que ingresarán representantes de minorías étnicas y sociales, la realidad es que este Congreso será prácticamente igual que el saliente y sobre todo siguen existiendo subrepresentaciones en términos étnicos y de género, especialmente por parte de las mujeres (independientemente de su etnia o religión) y con los hispanos (independientemente de su género). En el presente ensayo me propongo analizar las representaciones por etnia y por género en la Cámara de Representantes de Estados Unidos y, además, analizar el sistema político norteamericano de forma tal de encontrar las posibles causas que permitan comprender y conocer estas situaciones de inequidad.
On January 3, 2021, the members of the 117 United States Congress who were elected on November 3, took office. Several studies have shown that this will be the most diverse Congress in the history of the country, especially if we analyze the composition of the House of Representatives, one of the two organs of the Legislative Power. Although it is true that never in the history of the United States there have been so many women legislators and it is also true that representatives of ethnic and social minorities will enter, the reality is that this Congress will be practically the same as the outgoing and, above all, there are still subrepresentations in ethnic terms and gender, especially by women (regardless of ethnicity or religion) and Hispanics (regardless of gender). In this essay I propose to analyze the representations by ethnicity and gender in the United States House of Representatives and also to analyze the North American political system in such a way as to find the possible causes that allow understanding and understanding of these situations of inequality.
