La tecnología Blockchain junto con sus características innovadoras ha revolucionado el mundo digital del siglo XXI. La finalidad del presente trabajo es conocer cuál sería la postura de los Organismos Internacionales como el FMI (Fondo Monetario Internacional), la OMC (Organización Mundial de Comercio) y el BM (Banco Mundial), frente a esta nueva transformación que ha abarrotado el área tecnológica. En esta etapa del siglo XXI, las nuevas tecnologías, como Blockchain han revolucionado el mundo como lo conocemos hasta ahora y con la digitalización ha llegado a invadir todos los sectores de la sociedad, tales como las finanzas, la administración pública, la industria, la economía, los servicios, la salud, etc. El carácter revolucionario de Blockchain, se evidencia a través de su sistema operativo, en el cual los procesos que se llevan a cabo, son inviolables y no requieren de la intervención de terceros. Por sus características de tecnología emergente, más conocida y aplicada en determinados lugares del mundo, requiere del conocimiento, la capacitación y la adaptación por parte del organismo o sociedad que la pone en práctica, o tiene la perspectiva de hacerlo, previo análisis sobre las ventajas y desventajas de su aplicación. Esta nueva tecnología que apareció en escena, revolucionando la informática a través de su particular funcionamiento, es la portadora de un cambio trascendental en la vida humana, por su utilización como principal herramienta en los intercambios de información, desarrollo de productos y realización de transacciones, desde cualquier lugar del mundo. El impacto de esta tecnología resulta tal vez tan significativo, como cuando apareció Internet, que proporcionó el correo electrónico, las páginas web, la nube de almacenamiento, el Facebook y demás redes sociales. La diferencia con Blockchain, radica en que Internet tiene ciertas limitaciones para la actividad económica, que se traducen en la falta de confiabilidad tanto en los datos almacenados, como en los intercambios de información. Blockchain en cambio, cuenta con una gran base de datos, a la que están conectados una innumerable cantidad de ordenadores de todo el mundo, para intercambiar información de una forma segura, transparente y fehaciente; una comunicación que nunca se dio antes de esta manera. Por medio de Blockchain es posible la realización de una transacción transparente e incorruptible, en la cual la operación del usuario permanece en forma privada, segura e inalterable. Es una tecnología de multiuso por el alcance que es capaz de lograr en los distintos sectores de la sociedad, para lo cual ésta debe estar provista de los conocimientos adecuados y el personal capacitado para su implementación, con expectativas de éxito. Para el tema de investigación, se formula la pregunta: ¿La tecnología Blockchain, es segura para el intercambio comercial según la opinión del FMI, la OMC y el BM? A partir del interrogante planteado, el objetivo es conocer la postura con respecto al uso de la tecnología Blockchain, desde las perspectivas de dichos organismos internacionales. Blockchain technology along with its innovative features has revolutionized the digital world of the 21st century. The purpose of this work lies in knowing what the position of the International Organizations such as the IMF (International Monetary Fund), the WTO (World Trade Organization) and the WB (World Bank), would be facing this new transformation that has crowded the technological area. Based on the research carried out, we have sought to understand the impact of this technology, in front of the most important and influential organizations in the world, such as the International Monetary Fund, the World Trade Organization and the World Bank; in a pioneer country in advanced technology, such as Switzerland and in the Argentine Republic. At this stage of the 21st century, the new technologies like Blockchain have revolutionized the world as we know it so far, and with the digitalization have come to invade all sectors of society, such as the finances, public administration, the industry, the economy, services, health, etc. The revolutionary Blockchain character can be seen through its operating system, in which the processes that are carried out, are inviolable and do not require the intervention of third parties. For its emerging technology features best known and applied in certain places in the world, it requires knowledge, training and adaptation of the organization or society that puts it into practice or tries to do it, after analyzing the advantages and disadvantages of its application. This new technology that appeared in the scene, revolutionizing computer science through its particular operation, is the bearer of a momentous change in human life, for its use as the main tool in the exchange of information, product development and carrying out transactions from anywhere in the world. The impact of this technology is perhaps so significant, like when the Internet appeared, which provided the email, the webpages, storage cloud, the Facebook and other social networks. The difference with Blockchain is that Internet has certain limitations in the face of economic activities, which result in lack of reliability, both in the store data and in the information exchanges. Instead Blockchain has a large database, to which an innumerable number of computers around the world are connected to exchange information in a secure transparent and reliable way, a communication that never happened before this way. Through Blockchain it is possible to carry out a transparent and incorruptible transaction, in which the user´s operation remains private, secure and unalterable. It is a multipurpose technology, because of the scope it is able to achieve in the different sectors of society, for which this one must be provided with the appropriate knowledge and trained personnel for its implementation, with expectations of success. For the research topic, the question is asked: Is Blockchain technology safe for commercial exchange according to the opinion of the IMF, the WTO and the World Bank? From the question asked, the objective is to know the position regarding the use of Blockchain technology, from the perspectives of these international organizations.
