Regulaciones y prácticas : controversias en torno al uso de agroquímicos en el cinturón hortícola marplatense

Las discusiones respecto a los riesgos sociales y ambientales asociados al uso de agroquímicos en el cinturón hortícola ocupan un lugar destacado en la agenda de política pública de Mar del Plata, desde el año 2000. El artículo busca explicar cómo y por qué, a pesar de los intentos de regulación, las normativas continúan siendo débiles y fragmentarias y su cumplimiento e implementación, escaso. Para ello, desde una perspectiva sociotécnica, se analizan los procesos de construcción de funcionamiento/no funcionamiento de las regulaciones en el sistema hortícola del Partido de General Pueyrredón desde 2005. Sobre la base de la recopilación, sistematización y análisis de la producción científico-técnica, regulaciones, noticias en diarios, revistas y entrevistas se construyó el proceso de diseño e implementación de normativas en el municipio entre 2005 y 2015.
Debates about social and environmental risks associated with the use of agrochemicals in the horticultural belt of Mar del Plata, occupy a prominent place in the public policy agenda from 2000. The aim of this article is to find an explanation of how and why the regulations are still weak and fragmented their level of implementation is scarce regarding the use, and application practices of agrochemicals, regard the attempts to regulate them. To this, from a socio-technical perspective, we analyzed the processes of construction processes of working/no working of the regulations in the horticultural system of the municipality of General Pueyrredón since 2005. To accomplish the objective, we compiled, systematized and analyzed the available academic and technical production, as well as regulations and news in newspapers and specialized magazines, while generating primary information through interviews using the “snowball” sampling strategy. From the analysis, we argue that the absence of “users” in the process of designing the regulation creates conditions of non-working. That is why would be necessary a strategic planning to produce an approach between the interests both producers and local government. However, the late contemplation of the producer’s knowledge and practices in the design of regulation added with scarce incentives to abandon or gradually change the production model generates a breach of the regulations.
