Beyond wildfire crisis: explaining policy changes in the wildfire governance subsystem in Argentina through longitudinal analysis

Wildfires are increasing in frequency and intensity worldwide, leading to the development of specialized governance systems that coordinate diverse actors across the different stages of fire events. Bureaucracies and their coalitions play a central role in shaping wildfire governance, with crises often driving competition, shifting responsibilities, and differing priorities among the involved actors. Using Argentina as a case study, this research aims to examine the evolution and key factors shaping wildfire governance subsystems over time, focusing on how large wildfires, and socio-economic crises, together with bureaucratic interests, influence policy outcomes. Drawing on the Advocacy Coalition Framework, this study treats wildfire governance as a subsystem to explain policy change. Using a longitudinal case study, the results reveal that crises often trigger shifts in the administrative control, enabling certain bureaucracies to consolidate authority over wildfire management. Bureaucratic interests, both formal and informal, influence policy outcomes, but competing interests can create conflict between them. Moreover, when wildfires gain high salience through e.g. intense media coverage or public concern, they are more likely to catalyse policy responses. By uncovering these dynamics, the study contributes to a broader understanding of how wildfire governance evolves, offering insights for strengthening these subsystems.
