¿(Bien) común?: Sobre horizontes para la realización del derecho a la ciudad en Latinoamérica

Recientemente se ha planteado que la asunción de la ciudad como bien común otorgaría operatividad al derecho a la ciudad (Fernandes, 2021), teniendo en cuenta la persistente concepción restringida y limitada de aquel (Canestraro y Jakubowicz, 2021), originada en su falta de concreción y abstracción (Guillén Lanzarote, 2011). En este contexto, y poniendo el foco en la región latinoamericana, este artículo se pregunta por las condiciones que viabilizarían tal efectivización, indagando en torno a las temporalidades y demandas que se articulan, los entramados actorales que se configuran y cuáles han sido las tensiones alrededor de la mercantilización y desmercantilización del proceso de urbanización (Pírez, 2016a). Para ello, se construye un corpus analítico recuperando el debate en torno al derecho a la ciudad y los (bienes) comunes buscando posibles entrecruzamientos entre ambos, en vistas a dar cuenta de los interrogantes planteados. Se concluye en que el Estado asume una centralidad en el debate, ya sea como mediador entre el ciudadano y el mercado, o bien como parte de una nueva racionalidad política. Es alrededor de esa distinción que operan las principales divergencias entre ambas perspectivas.
It has recently been suggested that the assumption of the city as a common good would grant operational validity to the right to the city (Fernandes, 2021), taking into account the persistent restricted and limited conception of the former (Canestraro y Jakubowicz, 2021) originating from its lack of concreteness and abstraction (Guillén Lanzarote, 2011). In this context, and focusing on the Latin American region, this article examines the conditions that would make such an implementation viable, investigating the temporalities and demands that are articulated, the actor networks that are configured, and the tensions surrounding the commodification and decommodification of the urbanization process (Pírez, 2016a). To this end, an analytical corpus is constructed by recovering the debate surrounding the right to the city and the commons, seeking possible intersections between the two, with a view to addressing the questions raised. The conclusion is that the State assumes a central role in the debate, either as a mediator between citizens and the market or as part of a new political rationality. It is around this distinction that the main divergences between the two perspectives operate.
