Negociación política y confianza: el Ministerio del Interior y los hombres fuertes del Poder Ejecutivo

A lo largo de todo el siglo XX el Ministerio del Interior ocupó un lugar central en relación a la investidura del Estado, la negociación con los distintos actores políticos y la intervención sobre coyunturas criticas. Particularmente situado en la tensión entre Estado y gobierno, se trata de un espacio fundamental para comprender el trabajo político cotidiano y la construcción de gobernabilidad a través de acuerdos y vínculos de confianza. Este artículo reconstruye sus principales atributos y destrezas, y se interroga sobre aquellos espacios que a través del tiempo comparten o disputan su importancia. En un primer momento se da cuenta de la singularidad del ministerio en el gabinete nacional, historizando algunos de sus ámbitos de intervención e interlocutores así como los instrumentos que lo hacen un poderoso organismo de negociación y arquitectura política. En un segundo momento se identifican los saberes y capacidades que se despliegan en este espacio, atendiendo a la vez a su valoración en la prensa y a los principios de evaluación que aplican sus propios protagonistas. Finalmente, se reflexiona sobre el desajuste entre elites de posición y elites de función o decisión a partir del solapamiento entre los desafíos de este ministerio y otros espacios fuertemente políticos del Poder Ejecutivo.
Throughout the twentieth century, the Ministry of Internal Affairs held a central place in the negotiation with several political agents and the intervention on critical moments. Particularly located in the intersection between state and government, it is a fundamental space to understand the everyday political work and the construction of governance through agreements and bonds of trust. This article analyses its attributes and skills, as well as the characteristics of those spaces that tend to share or dispute its importance. At first, we show the outstanding place of the ministry in the national cabinet by analyzing the evolution of its areas of intervention and the tools that make it a powerful organism of negotiation and political architecture. Then, we identify the practical knowledge and skills that are displayed in this space. Finally, we reflect on the gap between the “position” elites and “decision” or “function” elites, by showing the overlapping between the challenges of this ministry and those of other political areas of the executive branch.
