La provincia de Río Negro, Argentina, firma con la Unión Europea un acuerdo de cooperación para la realización del diseño e implementación de un Observatorio del ecosistema litoral y monitoreo de la biodiversidad con miras a establecer las bases para un desarrollo sustentable de la costa atlántica rionegrina. Este proyecto fue elaborado por el Instituto CIFOT y fue desagregado en las siguientes áreas de trabajo: Modelo de Información Espacial, Indicadores ambientales y página web. Los productos finales se obtienen mediante el análisis de variables dentro de un sistema integrado de SIG y Percepción remota, lo que permite evaluar el patrimonio humano natural y productivo, así como las tendencias del comportamiento de ecosistema costero y marino para poder construir un modelo de gestión integral del territorio. Los resultados de cada área de trabajo se integran en el primer Observatorio Ambiental en Argentina, a través de un prototipo de funcionamiento sustentado en un modelo de gestión que contempla la interacción entre el gobierno, entidades educativas y ONGs. El Observatorio permite la toma de decisiones a partir de datos reales en tiempo y forma, como también es la base para la elaboración del plan de ordenamiento de área costera de Río Negro y de un plan de manejo litoral atlántico.
The province of Río Negro approaches the regulation and protection Programme of Río Negro’s Atlantic coast natural resources, Argentina, through an undersigned contract with the European Communities Committee. The purpose is to establish the bases for a sustained development of Río Negro’s Atlantic coast from the setting in motion of a series of subprograms and projects elaborated by professionals from the CODEMA, Government of Río Negro. The execution of the Design and implementation of a littoral region ecosystem observatory and biodiversity monitoring is entrusted to the CIFOT Institute, which includes most of the projects results . The littoral region ecosystem observatory and biodiversity monitoring is introduced as an innovative model for the administration being structured starting from two levels: an internal one, the Observatory “heart", made up by three subsystems that interact themselves and an external one made up by the “members" that take part in the Observatory, a network organization, the Observatory and nodes (institutions that would like to take part). Their interaction means is settled to be through the making of a Web page . The introduced Environment Observatory constitutes the first experience for Argentine littoral and coastal regions, from an integral conception which involves territory and environment regulations. A new way of making administration, much more flexible than the traditional one, and that responds to the present demands of network structures, systematized and geo-referenced digital information and efficiency and effectiveness in the decision-taking sustained with participative processes.
