Las primeras experiencias de Parques Tecnológicos surgieron a medida que las empresas se agrupaban y coordinaban esfuerzos para conseguir objetivos que tenían en común. Con el correr del tiempo, y al producirse evidencias sobre los buenos resultados que indicaban la agrupación de empresas en una región, sumado a la formación de organizaciones que brindaban servicios a estas empresas, comenzaron a replicarse en otros países y bajo diferentes formatos institucionales. El objetivo era suplir demandas de industrias tecnológicas y fortalecer sus capacidades. El tipo de empresas tecnológicas que se fueron promoviendo e incubando en los Parques Tecnológicos, demandaban necesidades que pueden dividirse en tres categorías: oferta de sus servicios al mercado, demanda de conocimiento o servicios científicos-tecnológicos, o bien, la vinculación e interacción con otros actores. Particularmente en Argentina, el Parque Tecnológico Litoral Centro SAPEM (PTLC) se inauguró en el año 2002 y al día de hoy es uno de los más importantes a nivel nacional. En su interior, conviven empresas tecnológicas que se pueden diferenciar por su estadía de desarrollo en: pre-incubadas, en incubación, pre-radicadas y radicadas. En este contexto, surgen algunos interrogantes en torno al propio PTLC y a las políticas que implementa: ¿Cuáles son las acciones que genera el PTLC para satisfacer las necesidades de las empresas? ¿De qué forma busca satisfacer esas demandas de las empresas que se encuentran dentro del PTLC? ¿A partir de qué estrategias se vincula e interactúa con la demanda de bienes y servicios que ofrecen las empresas del PTLC? ¿Cómo se vincula e interactúa con las instituciones, empresas y demás actores que se encuentran fuera del PTLC, es decir, dentro del sistema regional de innovación?
The first experiences of Technology Parks emerged as companies began to group together and coordinate efforts to achieve shared objectives. Over time, as evidence appeared of the positive results generated by the clustering of companies in a specific region, along with the creation of organizations that provided services to these companies, the model began to be replicated in other countries and under different institutional formats. The objective was to meet the demands of technology-based industries and strengthen their capabilities. The type of technology companies that were promoted and incubated in Technology Parks required needs that can be divided into three categories: offering their services to the market, demanding knowledge or scientific and technological services, and establishing links and interactions with other stakeholders. In Argentina, the Parque Tecnológico Litoral Centro SAPEM (PTLC) was inaugurated in 2002 and today it is one of the most important in the country. Within it, technology-based companies coexist and can be differentiated according to their stage of development: pre-incubated, in incubation, pre-established, and established companies. In this context, several questions arise regarding the PTLC itself and the policies it implements: What actions does the PTLC generate to satisfy the needs of the companies? How does it seek to meet the demands of the companies located within the PTLC? Through which strategies does it establish links and interact with the demand for goods and services offered by PTLC companies? How does it link and interact with the institutions, companies, and other actors located outside the PTLC, that is, within the regional innovation system?
