“Poner en valor”. El conflicto por la Toma Vieja. Actores y bienes en disputa en el conflicto por la instalación del complejo termal en Paraná, 2013

El 20 de enero de 2013 las autoridades de la provincia de Entre Ríos y del municipio de Paraná anunciaron la construcción de un complejo termal y parque acuático en el actual camping municipal “Toma Vieja” de dicha ciudad. El 7 de agosto de 2013, se comunicó oficialmente que el proyecto no se concretaría. Los meses que separan una fecha de la otra estuvieron marcados por la emergencia de un importante conflicto que cuestionó el proyecto en sus dimensiones ambientales, urbanas, socioeconómicas y políticas. El presente trabajo propone un estudio descriptivo de dicho conflicto en su dinámica y evolución, indagando la forma específica en que una serie de procesos y de actores confluyen en un tiempo y lugar. Específicamente, se analizaron las acciones del Estado vinculadas a la producción de espacios para la acumulación de capital y su vinculación con la industria turística, centrando la mirada en el desarrollo del turismo termal, así como las intervenciones del Estado sobre el espacio urbano. Simultáneamente, la formación de un actor colectivo que se opone al proyecto, que se constituye al calor del conflicto mismo pero que se nutre de experiencias y redes pre-existentes. Estos actores centrales del conflicto, junto con otros, construyen representaciones en torno a lo que está en juego. Estas definiciones en torno al objeto de la disputa forman parte del conflicto, se constituyen como recursos para la movilización de adhesiones, y al mismo tiempo remiten a posiciones diferenciadas, antagonismos que hunden sus raíces en la estructura social.
On January 20, 2013, the authorities of the province of Entre Ríos and the municipality of Paraná announced the construction of a thermal complex and waterpark in the current municipal campsite “Toma Vieja” in Paraná. On August 7, 2013, it was officially announced that the project would not materialize. The months that separate one date from the other were marked by the emergence of a major conflict that questioned the project in its environmental, urban, socioeconomic and political dimensions. The present work proposes a descriptive study of said conflict in its dynamics and evolution, investigating the specific way in which a series of processes and actors converge in a time and place. Specifically, the actions of the State related to the production of space for the accumulation of capital and its relation with the tourist industry were analyzed, focusing on the development of thermal tourism, as well as the interventions of the State on the urban space of Paraná. Simultaneously, the formation of a collective actor that opposed the project, that was constituted in the heat of the conflict itself but was nourished by pre-existing experiences and networks. These central actors in the conflict, along with others, elaborate representations on what is at stake in the conflict. These definitions around the object of the dispute are part of the conflict, they are constituted as resources for mobilization, and at the same time they refer to differentiated positions, antagonisms rooted in the social structure.
