La sobreviviente dimensión cultural del MERCOSUR: una región cognitiva en construcción

En este artículo abordaremos el tratamiento de la dimensión cultural de la integración regional en el Mercado Común del Sur (MERCOSUR). A partir de la lente teórica del constructivismo en Relaciones Internacionales, junto con aportes de otras perspectivas y disciplinas científicas, caracterizaremos esta faceta del proceso integrador como un aspecto en permanente construcción. Consideramos que esta dimensión ejemplifica el carácter abierto, contingente y no lineal de la integración regional y es una faceta “sobreviviente e híbrida” (Batista y Perrotta, 2018) del bloque, cuyas iniciativas no dependen exclusivamente de la sintonía ideológica de los gobiernos de turno. Nos serviremos del concepto de “región cognitiva” (Adler, 1997) para discutir el proceso de construcción de una identidad regional que coexiste con las identificaciones nacionales, a partir de las interacciones entre agentes (los Estados y sus representantes, así como la ciudadanía en conjunto) y la estructura del bloque (sus instituciones). Para apoyar nuestra hipótesis de que la dimensión cultural del MERCOSUR muestra un cariz sobreviviente, pondremos énfasis en las declaratorias de Patrimonio Cultural del MERCOSUR (PCM). Indagaremos sobre la presencia de algunos supuestos sobre la cultura en América Latina que se encuentran presentes en la literatura sobre el tema y que influyen en la patrimonialización (el proceso por el cual se seleccionan elementos de una cultura como representativos de la misma) de las manifestaciones culturales que hacen parte de la Lista del PCM. Estos entendimientos compartidos en torno a la identidad cultural del bloque pueden erigirse como un componente central a la hora de plantear la configuración de una región cognitiva que incluye a los miembros plenos y asociados del MERCOSUR.
This paper discusses the cultural dimension of regional integration in the case of the Common Market of the South (MERCOSUR). Through the theoretical lens of constructivism in International Relations, along with contributions from other perspectives and scientific disciplines, this article provides a characterization of MERCOSUR as a process of integration in permanent construction. We consider that this dimension exemplifies the surviving and hybrid condition of the process of integration, which means, the continuation of the initiatives in the cultural dimension of MERCOSUR do not depend on the alignment between governments. On the other hand, we will use the concept of “cognitive region” to discuss the process of building a regional identity that coexists with national identifications, through the interactions among its agents (the states and its officials, and the citizenship as a whole) and the organization’s structure. To support our hypothesis of the “survivor” features of the MERCOSUR’s cultural dimension, we will study declarations of the Cultural Heritage of MERCOSUR. We will examine the literature on Latin American culture which informs the patrimonialization (this means, the process of selection of elements that intend to represent a culture as a whole) of specific manifestations that appear in the CHM list. These shared understandings around the organization’s cultural identity can rise as a remarkable element in the configuration of a cognitive region, which includes full and associated members of MERCOSUR.
