Competitividad y desarrollo tecnológico en la región cordobesa de Río Cuarto : Las pequeñas y medianas empresas y la participación de los ingenieros

The intention of this study resides in offering a contribution to the understanding of the productive activity from the perspective of the small and medium companies of the zone of Río Cuarto, Córdoba, identifying differences in its competitiveness conducts and their relation with the market, the surroundings and the forms of acquisition of the technology: creation, imitation, adaptation. The different forms that the companies face the competitiveness are distinctive for the accumulation of technological learning, the modalities of management of the personnel, as well as the characteristics of the demand and function of the engineering professionals. The study focuses in the Faculty of Engineering of the National University of Río Cuarto and companies of its surroundings. In order to carry out it a work of investigation was made in the companies of the Faculty’s zone of influence. The analysis of the structures industralists, the projects of growth, the paper that the engineers play and the diverse relations whom they generate with the Faculty, have allowed us to identify four tendencies industralists of competitiveness in this region in individual. One of them oriented towards independent technological developments and innovations that respond to local and national necessities with important participation of engineers in i&d and bonds with laboratories and groups of investigation of the Faculty. Second, focused by the search of diversification of the units of businesses with the incorporation of design and foreign technology and almost nonexistent participation of engineers and bows with the Faculty. Third, of adaptive type, oriented towards the integral and selective modernization. Finally, the last one, oriented towards the survival with little investment, both with participation of engineers in production and maintenance and entailment through agreements of pasantías.
El propósito de este estudio reside en brindar un aporte a la comprensión de la actividad productiva desde la perspectiva de las pequeñas y medianas empresas de la zona cordobesa de Río Cuarto, identificando diferencias en sus conductas de búsqueda de competitividad y en su relación con el mercado, el entorno y las formas de adquisición de la tecnología: creación, imitación, adaptación. Las diferentes formas en que las empresas enfrentan la competitividad son definitorias para la acumulación de aprendizaje tecnológico y las modalidades de gestión del personal, así como también para las características de la demanda y la función de los profesionales de ingeniería. El estudio tiene como eje la Facultad de Ingeniería de la Universidad Nacional de Río Cuarto y las empresas de su entorno. Para llevarlo a cabo se realizó un trabajo de campo en las empresas de la zona de influencia de la Facultad. El análisis de las estructuras empresarias, de los proyectos de crecimiento, del papel que juegan los ingenieros y de los diversos vínculos que generan con la Facultad nos ha permitido identificar cuatro tendencias empresarias de búsqueda de competitividad en esta región en particular. Una de ellas se orienta hacia desarrollos tecnológicos autónomos e innovaciones que responden a necesidades locales y nacionales con importante participación de ingenieros en i&d y vínculos con laboratorios y grupos de investigación de la Facultad. La segunda está marcada por la búsqueda de diversificación de las unidades de negocios con la incorporación de diseño y tecnología extranjeros y por la casi inexistente participación de ingenieros y de vinculación con la Facultad. La tercera, de tipo adaptativa, se orienta hacia la modernización integral y selectiva. La cuarta se orienta hacia la supervivencia con escasa inversión. Estas dos últimas tendencias incluyen la participación de ingenieros en producción y mantenimiento y la vinculación con la universidad a través de convenios de pasantías.
