Estructura y actualidad de la política exterior argentina

Resumen: El presente artículo conlleva un doble propósito. Por un lado, introduce una descripción esquemática de los factores estructurales que condicionan tanto la definición de los objetivos estratégicos de la Política Exterior Argentina, más allá de la gestión que esté a cargo del gobierno, como el modelo de inserción en el mundo vigente para un momento histórico determinado. Por el otro, la asunción del Presidente Mauricio Macri en diciembre de 2015, discontinuando un periodo de doce años a cargo del mismo partido, amerita un análisis de los lineamientos que la nueva administración pretende implementar, en torno de las llamadas grandes cuestiones de la agenda de la Política Exterior Argentina, así como los desafíos, riesgos y perspectivas que se presentan para su ejecución. Abstract: This article carries a dual purpose. On one hand, it introduces a schematic description of the structural factors conditioning both the definition of the strategic objectives of the Argentine Foreign Policy, beyond the Administration in charge of government, as well as the insertion in the world model in force for a given historical moment. On the other, the inauguration of President Mauricio Macri in December 2015, breaking up a period of twelve years in charge of the same party, deserves a review of the guidelines that the new Administration intends to implement, around the so called big issues of the agenda of the Argentine Foreign Policy, as well as the challenges, risks and prospects for its implementation. Резюме: Данная статья ставит двойную задачу. С одной стороны, в ней дается схематичное описание структурных факторов, обуславливающих как стратегические цели внешней политики Аргентины, выходящие за рамки функций правительства, так и модель включения страны в современную мировую систему отношений в определенный момент исторического развития. С другой стороны, в связи с приходом к власти президента Маурисио Макри в декабре 2015 г., что положило конец двенадцатилетнему периоду правления одной партии, в ней подвергаются специальному анализу внешнеполитические шаги новой администрации, а также вызовы, угрозы и перспективы на пути их реализации.
