La zona de paz positiva en el Cono Sur: orígenes y auge de la cooperación de seguridad regional (1991-2008)

Resumen. La base de la zona de paz positiva en el Cono Sur radica tanto en la expectativa sobre la inexistencia de violencia interestatal, como en la construcción de una institucionalización regional laxa basada en una identidad democrática, el desarrollo de la integración económica y la cooperación en materia de seguridad regional que proyecta estabilidad más allá del Cono Sur. A pesar de tensiones económicas, diferencias políticas y agendas internacionales con diferentes orientaciones, el entorno regional pacífico del extremo sur del continente americano y la cooperación en materia de seguridad y defensa prosperó durante las dos primeras décadas de la postguerra fría. Este artículo presenta la trayectoria desde el fin de la guerra fría hasta el establecimiento de UNASUR de la cooperación en materia de seguridad regional en el Cono Sur centrada en dos diadas, las relaciones bilaterales de la República Argentina tanto con la República Federativa del Brasil como con la República de Chile.
Abstract: Основой существования зоны мира в Южном конусе является как отсутствие межгосударственного насилия, так и построение свободной региональной инсти-туционализации, основанной на демократической идентичности, развитии эконо-мической интеграции и регионального сотрудничества в области безопасности, которое направлено на достижение стабильности и за пределами Южного конуса. Несмотря на экономическую напряженность, политические разногласия и различ-ную ориентацию международных повесток дня, на южной оконечности американ-ского континента в течение первых двух десятилетий эпохи после окончания хо-лодной войны наблюдалось активное взаимодействие стран в области безопасно-сти и обороны, региональная обстановка была мирной. В настоящей статье пред-ставлена траектория развития тенденций в сфере регионального сотрудничества в вопросах безопасности в Южном конусе от окончания "холодной войны" до со-здания УНАСУР; при этом акцент делается на два момента: двусторонние отно-шения Аргентинской Республики с Федеративной Республикой Бразилия и с Рес-публикой Чили.
Abstract: The basis of the positive zone of peace in the Southern Cone lies both on the expectation of the non-existence of interstate violence, and the construction of a loose regional institutionalization based on a democratic identity, the development of economic integration and regional security cooperation that projects stability beyond the Southern Cone. Despite economic tensions, political differences and international agendas with different orientations, the peaceful regional environment of the southern tip of the American continent and security and defense cooperation flourished during the first two decades of the post-Cold War era. This article presents the trajectory from the end of the Cold War to the establishment of UNASUR of regional security cooperation in the Southern Cone focusing on two dyads, the bilateral relations of the Argentine Republic with both the Federative Republic of Brazil and the Republic of Chile.
