La escasez social del agua. La narrativa de los medios gráficos masivos de la ciudad de Rosario en los períodos estivales 2011 y 2012

Esta investigación tiene la finalidad de abordar y documentar la narrativa que sobre la escasez social del agua tienen los medios gráficos masivos en la ciudad de Rosario tomando para ello los períodos estivales 2011 y 2012. Y, de cómo a la escasez social del agua no se la aborda como temática ambiental, y también de daño ambiental y violatorio de un derecho humano esencial, declarado así por la Organización de las Naciones Unidas, ONU, el 28 de julio de 2010. Resolución Nº 64. El abordaje del fenómeno de la escasez social del agua por los medios gráficos, es reduccionista, habida cuenta de que lo restringe a una cuestión política, o social, o sanitaria y económica, en forma separadas o parcialmente en conjunto. Minimizando las relaciones que construyen la problemática ambiental generadora del daño social. Máxime cuando la faltante de agua, hete aquí lo que hemos denominado escasez social, se da por falta de inversiones públicas y no por cuestiones físicas o naturales, que sería la escasez por naturaleza. Hay daño ambiental si la faltante es por ausencia de inversiones públicas. No se puede imputar tal situación si la escasez responde a un ecosistema desértico. Este trabajo intentará analizar también, cómo en estas narraciones gráficas de los principales medios de la prensa escrita de la ciudad de Rosario, se presenta y reconstruye una realidad disociada entre el concepto ambiental con la problemática social y urbana.
This investigation has the purpose of approaching and of documenting the narrative that on the social shortage of the water summer periods 2011 and 2012 have the average massive graphs in the city of Rosario taking for it. And, of how to the social shortage of the water does not tie it like environmental question, of environmental and violatory damage of an essential human right, declared thus by the Organization of the United Nations, the UN, the 28 of 2010 July. Resolution Number 64. The boarding of the phenomenon of the social shortage of the water by the average graphs, is reduccionist, bearing in mind that it restricts it to a question of social and economic impact, diminishing the relations that construct problematic environmental the generating one of the social damage. Especially when the missing one of water occurs for want of public investments and not by physical or natural questions. There am the substantive denomination of social shortage of the water here. There is environmental damage if the missing one is by absence of public investments. Such situation cannot be imputed if the shortage responds to a desert ecosystem. This work will try to also analyze, how in these graphical narrations of main means of the written press of the city, a reality dissociated between the social problematic environmental concept with and the urban one appears and reconstructs.
