Las inundaciones en el Barrio Etchepare (Trelew): una visión desde la teoría social del riesgo

El presente trabajo tiene como propósito interpretar las componentes que describen la problemática de las inundaciones ocurridas en el barrio Etchepare de la ciudad de Trelew en los años 1992 y 1998, a partir de las dimensiones propuestas por el enfoque de la Teoría Social del Riesgo: peligrosidad, vulnerabilidad social, exposición e incertidumbre. El diagnóstico de estas cuatro dimensiones del riesgo se basó en la indagación de diversas fuentes bibliográficas (trabajos previos, diarios locales, registros pluviométricos diarios y mensuales, material cartográfico) y la realización de entrevistas en profundidad a informantes clave del barrio. La inundación ocurrida en el mes de abril del año 1998 se presenta como el evento de mayor peligrosidad no sólo por su magnitud, velocidad de aparición y extensión territorial, sino también por la distribución de los daños ocasionados. Se considera que la actuación combinada de los procesos naturales con las actuaciones sociales es un factor que contribuye a incrementar la peligrosidad de los eventos de inundación, como el ocurrido en el mes de abril del año 1998, producto del desborde del sistema de lagunas del Parque Industrial de Trelew.
The purpose of this work is to interpret the components that describe the problem of the floods that occurred in the Etchepare neighborhood of the city of Trelew in 1992 and 1998, based on the dimensions proposed by the Social Theory of Risk approach: dangerousness , social vulnerability, exposure and uncertainty. The diagnosis of these four dimensions of risk was based on the investigation of various bibliographic sources (previous works, local newspapers, daily and monthly pluviometric records, cartographic material) and conducting in-depth interviews with key informants in the neighborhood. The flood that occurred in April 1998 is presented as the most dangerous event, not only due to its magnitude, speed of occurrence and territorial extension, but also due to the distribution of the damages caused. It is considered that the combined action of natural processes with social actions is a factor that contributes to increasing the danger of flood events, such as the one that occurred in April 1998, as a result of the overflow of the Park's lagoon system.
