El ordenamiento territorial como elemento clave en la gestión integral de hábitat

Política habitacional y política urbana se encuentran íntimamente relacionadas. La política habitacional depende de definiciones vinculadas al ordenamiento y desarrollo territorial, porque la naturaleza de la vivienda en su concepción integral, que la asemeja a la noción de hábitat, requiere su articulación con otros servicios y bienes urbanos para su apropiado funcionamiento; de la misma manera que los espacios habitacionales influyen en forma significativa en la disposición de las estructuras urbanas y territoriales. Frente al impulso dado a nivel nacional a las políticas de desarrollo territorial en el último bienio, y tomando como eje de estudio el proceso conducente a su definición y futura sanción, este artículo analiza desde un enfoque crítico y reuniendo aportes de diferentes referentes en la materia, los avances y aspectos aún no considerados en la Ley de ordenamiento territorial de la provincia de Santa Fe, a fin de avanzar hacia una política integral del hábitat en la provincia y sus gobiernos locales.
Housing and urban policies are closely related. Housing policy relies on definitions dealing with land use planning because the comprehensive conception of the nature of housing resembles the notion of habitat. Hence, it requires to be related to other urban goods and services of the city for its proper functioning. Furthermore, housing spaces also have a significant impact on the shaping of the territorial urban structure. Facing the impulse given to territorial development policies in the last biennium at the national level and taking as the axis of study the process leading to their definitions and future sanctions, this article introduces an analysis which takes a critical approach and gathers contributions from different referents in this matter. It addresses the advances and aspects not yet considered in the Land Management Law of the Province of Santa Fe in order to move towards a comprehensive habitat policy for the Province and its local governments.
