Políticas extractivistas sobre el cuerpo: SIBIOS y el Derecho a a identificación y la privacidad

En este artículo nos proponemos problematizar la implementación del SIBIOS -Sistema Federal de Identificación Biométrica para la Seguridad- implementado en Argentina a fines del año 2011. La biometría parte del supuesto de la identificación unívoca de los individuos a través de patrones físicos o rasgos conductuales. Inicialmente esta técnica de identificación era utilizada por los Estados para fichar inmigrantes y criminales, pero en el presente siglo se extendió a la totalidad de la población. La biometrización de la sociedad se fundamenta en el derecho de cada ciudadano/usuario a ser identificado correctamente y a relacionarse con el Estado mediante técnicas digitales. Las organizaciones que ofrecen cierta resistencia a la implementación de estas técnicas apelan al discurso legal: el derecho a la privacidad. De allí que podamos preguntarnos: ¿Es posible una crítica a la biometría que no recaiga en que el derecho a la privacidad es más importante que, o incluso condición para, el derecho a la identificación? ¿Se trata tan sólo de una cuestión de derechos privados o involucra una política sobre el cuerpo?
This article problematizes the implementation in Argentina since late 2011 of SIBIOS -Sistema Federal de Identificación Biométrica para la Seguridad. This biometric system assumes the univocal identification of individuals through physical and behavioral patterns. Initially biometric techniques were used by the State to file migrants and criminals, but in this Century its use was extended to the entire population. The biometricization of society is based on the right of each citizen/user to be correctly identified and to be related with the State through digitals techniques. The social organizations that put some resistance to the implementation of these techniques drawn on legal discourse: the right of privacy. From here, we can ask: It is possible a critic of biometrics that does not fall in that the right of privacy is more important than, or even a condition for, the right of identification? It is only a matter of personal rights or does it involve a policy on the body?
