El vector tecnológico de las universidades: respuestas locales frente a desafíos globales

Diversas transformaciones socio-productivas de orden global inciden en la incorporación de una agenda tecnológica para las universidades. A través del análisis de fuentes primarias y secundarias cuali-cuantitativas, el artículo evidencia en qué medida las políticas de incentivo a la vinculación y transferencia tecnológica impulsaron cambios en sus organizaciones. Parte de un enfoque organizacional que se aplica al estudio de casos. Para identificar el proceso de cambio se construyeron indicadores cuali-cuantitativos de I+D y se aplicó un análisis descriptivo. El artículo contribuye a la comprensión de los tipos de cambio universitario en esquemas de subsidio público-estatal plena hacia políticas de innovación.
arious sociopolitical transformations of the global order pose changes in the relations between the State-education and the social order, with discourses, policies and prac- tices being specific regulators of these relations. On the one hand, the advance of competitive states connected to a global economy is evident. But at the same time, new territorialities are strongly emerging that demand specia- lized knowledge, inclusion, and social empowerment. The university is an institution within these relationships. Since the emergence of modern states, it assumes a unique “place of power” in the construction of the social order that have to today in territorial welft. In Argentina, this game of influences assumes particularities. Specifically, the last two decades, the state initiative creates incentives for technolo- gical change based on a tradition of university regionaliza- tion. This benefited its implementation power as an agent of territorial change. From a descriptive analysis, which inte- grates primary and secondary sources, the article examines how technology policies are implemented, paying special attention to the role played by university actors and the way in which they institute their practices in the territorial fabric. Qualitative-quantitative indicators were constructed to identify the process of change. The article contributes o the understanding of university exchange rates in full public-state subsidy schemes.
