En noviembre de 1958, el presidente Arturo Frondizi (1958-1962) decidió implementar el Plan de Conmoción Interna del Estado (CONINTES), antecedente directo de la Doctrina de la Seguridad Nacional al incorporar al enemigo interno como eje del conflicto, sustituyendo el paradigma de defensa imperante y facultando a las Fuerzas Armadas para la represión interna. En el sur del país, el Plan CONINTES asumió diferentes formatos. Las persecuciones gremiales, la intervención del ejército en la política de Santa Cruz (1960) y la Patagonia como lugar de reclusión constituyeron las modalidades más visibles de la represión estatal.
In November 1958, President Arturo Frondizi (1958-1962) decided to implement The internal state shock Plan (Conintes), a direct antecedent of the national security doctrine by incorporating the internal enemy as the axis of the conflict, replacing the Paradigm of prevailing defense and empowering the armed forces for internal repression. In the south of the country, the Conintes Plan assumed different Formats. The Union's persecutions, the intervention of the army in the policy of Santa Cruz (1960) and the Patagonia as a place of seclusion constituted the most visible modalities of state repression.
