Lunar and planetary coordinates and the IAU working group on cartographic coordinates and rotational elements

The International Astronomical Union (IAU) Working Group on Cartographic Coordinates and Rotational Elements (WGCCRE) has been tasked by the IAU to make recommendations regarding the coordinate systems for all Solar System bodies other than Earth [1]. An example is the WGCCRE's past recommendation to use the JPL DE 421 frame products in the mean Earth/polar axis (ME) system to de ne the Moon's surface reference frame. Weare nowconsidering recommending using the surface frame-matching JPL DE 440 new products [2] for that purpose. We emphasize the need to use such a frame for the Moon and other Solar System bodies, as is done with the International Terrestrial Reference Frame for the Earth. This is as opposed to axis of gure or gravity eld frames, such as the Principal axis system for the Moon, which at the highest level of accuracy are not tied to the body surface, which can be substantially di erent from a surface frame. Our primary goal is to make recommendations that support mapping, i.e., the positioning of lunar and planetary data. In practice, such recommendations have been internationally adopted for other positioning and navigation purposes, and we know of no reason such a practice would not continue.
