Análisis del Sistema Argentino de Interconexión

El presente trabajo analiza la formación y actual base normativa de la originaria Red Nacional de Interconexión (RNI), hoy Sistema Argentino de Interconexión (SADI) haciendo referencia a los textos legales a partir de los cuales se le dio nacimiento, hasta los actuales, modificados en la década del 90 para poder reconvertir su funcionamiento al nuevo esquema económico neoliberal. Se estudian en él, las modificaciones realizadas por la última legislación sobre el manejo técnico y administrativo del mismo, la aparición de nuevas autoridades como el Ente Nacional Regulador de la Electricidad (ENRE...) y la Compañía Administradora del Mercado Mayorista Eléctrico Sociedad Anónima (CAMMESA). También se examina, aunque en forma somera, las distintas maneras existentes para que sus actores compren y vendan energía eléctrica, como también el procedimiento y los requisitos para determinar que generador va a ingresar su carga en el sistema al detectarse un aumento en la demanda.
This paper analyzes the current training and normative basis of the original National Interconnect Network (RNI), today Argentine Interconnection System (SADI) with reference to legal texts from which gave birth to the current, modified in the 90 to convert its operation to the new economic neoliberal. We study it, the amendments made by the latest legislation on technical and administrative management of it, the emergence of new authorities and the National Regulatory Authority for Electricity (ENRE.) and the Company Wholesale Electricity Market Management Company (CAMMESA). It also examines, albeit brief, the existing ways to make your players buy and sell electricity, as well as the procedure and requirements to determine which generator will be entering its load on the system to detect an increase in demand.
