Artificial Intelligence Strategy in the Government of the Province of Buenos Aires

- The Province of Buenos Aires has developed a comprehensive Artificial Intelligence (AI) strategy as part of its 2024–2027 Digital Agenda, aiming to modernize public administration based on the principles of efficiency, transparency, ethics, and digital sovereignty. This policy is led by the Undersecretariat of Digital Government under the Ministry of Government and promotes a coordinated approach involving regulatory development, infrastructure strengthening, training, and institutional cooperation. One of the core pillars of the strategy is the design of a regulatory framework to ensure the responsible use of AI in public administration. In this context, the “Guidelines for the Use of Generative AI” were approved, establishing ethical standards, human oversight, and data protection protocols. In terms of infrastructure, a key initiative is the creation of an AI Technology Node at the Provincial Data Processing Center, which will expand computing capacity and promote technological sovereignty. The strategy also includes the training of public agents through a capacity-building plan developed in collaboration with the Provincial Institute of Public Administration (IPAP), national universities, and private sector companies. In parallel, strong institutional coordination is being promoted across provincial agencies and municipalities, and the province participates in international partnerships such as the DETA Alliance. Overall, this roadmap seeks to build an inclusive, secure, and trustworthy AI ecosystem, focused on citizen-centered services and strengthening public sector capabilities.
La Provincia de Buenos Aires ha desarrollado una estrategia integral de Inteligencia Artificial (IA) como parte de su Agenda Digital 2024-2027, con el objetivo de modernizar la gestión pública bajo los principios de eficiencia, transparencia, ética y soberanía digital. Esta política es liderada por la Subsecretaría de Gobierno Digital del Ministerio de Gobierno y propone un enfoque articulado entre desarrollo normativo, fortalecimiento de infraestructura, capacitación y cooperación institucional. Uno de los ejes centrales de la estrategia es el diseño de un marco normativo para garantizar un uso responsable de la IA en la administración pública. En este contexto, se aprobaron las “Directrices de Uso de IA Generativa”, que establecen criterios de ética, supervisión humana y resguardo de datos. En materia de infraestructura, se destaca la creación de un Nodo Tecnológico de IA en el Centro de Procesamiento de Datos provincial, que ampliará la capacidad de cómputo y promoverá la soberanía tecnológica. La estrategia contempla además la formación de agentes públicos, mediante un plan de capacitación implementado junto al Instituto Provincial de la Administración Pública (IPAP), empresas y universidades nacionales. A su vez, se impulsa una fuerte articulación institucional entre organismos provinciales y municipios, y se participa en alianzas internacionales, como DETA Alliance. En conjunto, esta hoja de ruta busca consolidar un ecosistema de IA inclusivo, seguro y confiable, con foco en la ciudadanía y en el fortalecimiento de las capacidades estatales.
