Una Hidra de Lerna: La política arancelaria argentina, c. 1863-1923

La política comercial argentina durante los orígenes, despegue y auge de la economía agroexportadora ha sido descripta, alternativamente, como “liberal”, “proteccionista” o “fi scalista”. Este artículo sugiere que ninguno de estos califi cativos da cuenta por sí solo de su complejidad. Basada en diversas fuentes primarias, como leyes aduaneras, estadísticas comerciales y tributarias, decretos e informes, esta investigación muestra que la política arancelaria entre, aproximadamente, 1863 y 1923 fue un monstruo de varias cabezas. Ello se explica por la convivencia de distintos intereses y temas en su construcción y por las profundas transformaciones institucionales y materiales del período. En este sentido, mientras la liberalización de las exportaciones dependió principalmente de la situación fi scal y del ingreso de capitales, la liberalización de las importaciones, también subordinada al erario público, se reservó para impulsar la inmigración, el conocimiento, la infraestructura o para estimular ciertos sectores económicos. Adicionalmente, el arancelamiento de las importaciones buscó, en algunos casos, proteger distintas ramas manufactureras y, en otros, fue alentado con fi nes recaudatorios.
Argentine trade policy during startup, takeoff and boom of the agro-export economy has been alternatively depicted as “liberal”, “protectionist” or “fi scalist”. This paper suggests that none of these labels alone mark its complexity out. Based on various primary sources, such as customs laws, trade and tax statistics, and decrees and reports, this research shows that the tariff policy between approximately 1863 and 1923 was a multi-headed monster. This is explained by the coexistence of diff erent interests and issues involved in its development and by the profound institutional and material transformations of the period. In this regard, while the liberalization of exports depended mainly on the fi scal situation and the infl ow of capital, the liberalization of imports, also subordinated to the demand of public funds, was reserved to promote immigration, knowledge, and infrastructure, or to encourage certain economic sectors. Additionally, the import tariff sought, in some cases, to protect diff erent manufacturing branches and, in others, it was supported by tax collection purposes.
