Los exiliados argentinos bajo la óptica del Estado terrorista (1976-1983)

Este artículo es un aporte al estudio de las políticas exiliares del Estado terrorista y a la implicación del Ministerio de Relaciones Exteriores en tareas ligadas a la gestión punitiva de los desplazamientos de los argentinos que querían salir o deseaban entrar a territorio nacional. A partir del fondo OEA-ONU del Archivo Histórico de la Cancillería argentina, el trabajo se focaliza en las prácticas rutinarias y burocráticas del Estado dictatorial orientadas a: 1. que los argentinos que habían huido del país como consecuencia de la escalada represiva tras el golpe de Estado del 24 de marzo de 1976 no obtuvieran la documentación de viaje necesaria para llegar a un destino seguro en terceros países; y 2. que los argentinos detenidos en las cárceles legales de la dictadura y que habían salido de territorio nacional haciendo uso del derecho de “opción” no pudieran regresar al país en vigencia del estado de sitio.
This article is a contribution to the study of the exile policies of the terrorist State and the involvement of the Ministry of Foreign Affairs in tasks related to the punitive management of the displacements of Argentines who wanted to leave or to enter the national territory. Based on the OAS-UN fund of the Historical Archives of the Argentine Ministry of Foreign Affairs, the work focuses on the routine and bureaucratic practices of the dictatorial State aimed at: 1. that the Argentines who had fled the country as a result of the repressive escalation after the coup of March 24, 1976 did not obtain the necessary travel documentation to reach a safe destination in third countries; and 2. that the Argentines detained in the legal jails of the dictatorship and who had left the national territory using the right of "option" could not return to the country in force of the state of siege.
